Abstract This Law, composed of 6 articles, authorizes the Executive Power to deliver public food stocks to the population deprived or affected by natural disasters or emergencies through a joint proposal by the Ministry of Agriculture, Livestock and Food Supply, the Ministry of Agrarian Reform and the Civil House of the Republic's Presidency. It also defines the monitoring competence over the products of the National Supply Company (CONAB), which is also in charge of the reclassification of the delivery terms and conditions for the products most subject to the risk of quality loss. The law foresees, under extraordinary circumstances, the possibility of exchanging products in-kind. In particular, it establishes that the distribution of food stocks, subject to the National Civil Defence legal regime, will be carried out by the town Halls and by Citizens’ Municipal Committees.
