The objective of this Law which includes 40 articles and 7 supplementary articles is to define improvement procedures of the livestock. The Law allows exportation of livestock to third countries by reserving the provisions of the Law on Prohibiting Breeder Angora Goats. The Governors will have each stallion and bull examined in their respective provinces and will issue a certificate indicating the status of each animal. Animals that are not suitable for breeding will be castrated. The Law also imposes the establishment of the race log for Pure Arab and Pure British Horses. This log will be the basis of records for horse racing. Government meadows will be leased out for a period of ten years to individuals and companies engaged in animal breeding. Any certified animals as suitable for breeding, males, females and juveniles are excluded from any import related taxes, duties, levies, etc. The Ministry of Agriculture and Rural Affairs is authorized to establish institutes, laboratories and stations for artificial insemination. The Ministry is also authorized to establish breeder unions. Efforts on natural and artificial insemination and embryo transfer, and establishing sperm and embryo production facilities and laboratories, and production, sales, transportation, importing and exporting of those, keeping, transporting and sales of related drugs by individuals and companies are subject to consent and supervision of the Ministry of Agriculture and Rural Affairs. Animal sperms are excluded from any import-related taxes, duties, levies, etc. Compensation will be paid to animal owners in case of loss of their animals during artificial insemination made by the organizations of the Ministry of Agriculture.
