Abstract This Law, consisting of 8 Titles divided into 227 articles, establishes the Municipal Policy on Environment and Sustainable Development. It also deals with the Municipal Register Pursuits potentially degrading activities and users of natural resources (CMAPD), as well the rate control and Environmental Monitoring (TCFA), in Salvador da Bahia. This law, based on Law No. 140 of 8 December 2011, regulates the action of the municipal government and its relationship with citizens, public and private institutions the preservation, conservation, protection, improvement, environmental recovery, and the common use of natural resources for a healthy quality of life. This Policy lies supported on the following pronciples: fundamental right of all living beings to a healthy and balanced environment, whith the respect for their fragility and vulnerability; recognition of the interdependence with the environmental issue and other public policies and actions of the administration; respect of the capacity of biotic and abiotic natural systems as a prerequisite to establishing a healthy environment; research for innovative technological solutions to make the Municipality environmentally appropriate, minimizing the effects of demographic pressure and urban land use; obligation to recover degraded areas and compensation for environmental damage; integration of municipal policies to minimize the effects of global climate change.
