Abstract This Law, consisting of 69 articles divided into five Chapters and a Table specifying environmental offences and penalties, establishes the State Policies for Forestry and Biodiversity Protection within the State of Maranhão. These State policies include the actions taken by the public power for the sustainable use of natural resources and for the conservation of the ecologically balanced environment, essential to the healthy quality of life. Forests and other forms of vegetation existing in the State, as well as the ecosystems they are part of, are assets of common interest, respecting the right to property. The objectives of these policies are: ensuring the protection and conservation of native plants; ensure the integrity of migratory fauna and endemic and rare or endangered plant and animal species, ensuring the maintenance of the ecosystems to which they belong; control the alternative use of the soil and control the exploitation, use, transport and consumption of products and by-products of the flora; prevent changes in the characteristics and attributes of native ecosystems; promote the recovery of degraded areas; protecting flora and fauna; develop actions with the purpose of supplying the demand for flora products susceptible to exploitation and use; stimulate environmental education and ecological tourism programs; promote the compatibility of forestry policy actions and biodiversity protection with the actions of other policies related to natural resources.
