Abstract This Law creates the Programme for Potable Water within the State of Rio de Janeiro. The Programme will define, among others, the conditions for systemic monitoring of networks; investments in macro and micro measurement with registration and hydrometry of all water intakes; identification and elimination of commercial and physical losses and diversified extension of water sources, including aquifers and desalination of sea water. The Executive Power, through studies of specialized professionals, will evaluate the viable method for the desalination of sea water, prioritizing low cost and environmental preservation. In order to carry out the objectives of this Programme, the State must create mechanisms to ensure the realization of agreements between the State, municipalities and private initiative.
