Abstract The present Law determines the main terms and provisions of priority socio-cultural and economic development of rural areas and agro-industrial complex for the purpose of creation of normal working and living conditions in rural areas, provision of the state with foodstuffs and raw materials under market conditions. The state shall ensure the priority development of rural areas and agro-industrial complex that is carried out by means of: 1) priority investments in the development of rural areas and agro-industrial complex; 2) crediting, financial, resource and tax policy; 3) the system of state subsidies; 4) development of research in the agriculture. The Law consists of 6 sections that contain 20 articles. Section 1 (arts. 1-3) lays down general provisions. Section 2 (arts. 4-10) determines social policy in rural areas. Section 3 (arts. 11-13) regards state investment and material and technical backing. Section 4 (arts. 14-16) regards taxes, credits and insurance. Section 5 (arts. 17-18) establishes equivalence of commodity circulation and prices. Section 6 (arts. 19-20) regards science and personnel. Full text Russian
