Abstract This Law establishes legal, economic and social grounds for safe operation of hazardous industrial sites and is aimed at the prevention of incidents and mitigation of the consequences of industrial incidents and technological disasters with a view of protection of the population and natural environment. Industrial safety requirements must comply with norms regulating protection of the population against emergency situations, environmental protection, ecological safety and national environmental standards. The Act consists of three Sections divided into 19 articles: (1) general provisions; (2) basis for industrial safety; and (3) conclusive provisions. Activities at the hazardous production sites shall be carried out in accordance with licences issued in conformity with the legislation currently in force. Technical equipment and processes used at the hazardous industrial sites shall be certified. Hazardous substances shall be stored in accordance with industrial safety requirements.
