Abstract This Law is composed of 10 articles. Article 1 prohibits to throw, discharge or leave the following material in roads, streets, coasts, lands, both public or private: (a) wastes and refuses; and, (b) all materials or animals which can obstruct the traffic or can infringe public health requirements. Article 2 decrees to keep domestic wastes and refuses in recipients which follow and respect requirements and standards defined by the Municipality Council. Article 3 provides for transportation means for wastes and refuses (solid, liquid, etc.). Article 5 entrusts the police and Municipality Officers to control and inspect on the aforementioned activities. Articles 6 and 7 contain offences and penalties. Article 9 entrusts the Minister of Municipality Affairs to issue regulations and resolutions necessary for the implementation of this Law.
