Abstract This Law, consisting of 8 articles, creates the State Council for Animal Protection of the State of Rio de Janeiro (CONEPA). It establishes composition, duties and responsibilities of the above mentioned Council, as a collegiate, parity and deliberative body, composed of 11 representatives of state public bodies and 11 of civil society entities. The Council is entitled to perform the following activities: propose the guidelines of the state animal protection policy; protect animal life from all forms of ill-treatment, by monitoring compliance with the legislation in force; follow up the legislative process, submitting suggestions on the bills in progress and forwarding proposals for new projects, aiming to improve the legislation in force regarding the subject; promote debates, lectures and dissemination of information related to the protection of animal life, including the improvement of public services aimed at meeting the demands presented regarding the subject.
