This Law enters into force on the day of its publication.
Abstract

This Law, consisting of 23 Chapters, establishes the State Policy on Solid Waste and Productive Reuse within the State of Alagoas. This State Policy provides general guidelines, principles, objectives and instruments for the integrated waste management, in line with the state environmental policies, water resources, basic sanitation and promotion of social inclusion. This Law applies to all public and private players who develop actions that directly or indirectly involve the generation and management of solid waste. The State Policy principles and objectives are: prevention; reduction, reuse, recycling and recovery of materials; development processes to support the change in consumption habits and sustainable development; the adoption of the principle of polluter pays; integration of environmental, social and economic policies to encourage the production chain of recycling; shared responsibility for the life cycle of products; adoption of social control mechanism; cooperation between the public and private sectors, to reduce, reuse and recycling of materials; recognition of reusable and recyclable solid waste as an economic good and social value, generating employment, income and promotion of citizenship; encouraging recycling; encouraging the productive organization of collectors of reusable and recyclable materials; and prevention of pollution by practices that promote the reduction or elimination of waste at the source, in order to reduce risks to human health and the environment.
