Abstract This Law, composed of 38 articles, defines the guidelines for São Paulo Water Resources Policy. The aim is to grant the preservation of water, considered as a natural resource essential for life, economic development and social welfare. In particular, the Law regulates the Water Resources Management Integrated System (SIRGH), an instrument through witch the State assures institutional and financial measures. Finally the Law rules on water use rights, costs, penalties, and defines the competent State authorities.
