Abstract

This Law establishes the general principles of External trade and the regime of entry, exit and passage of goods and other goods or products by the Macao Special Administrative Region. It deals with and defines the following sectors: 1) Exportation: the departure of the Macao SAR from any goods, except those leaving in transit; 2) Domestic export: the departure of Macao from any goods with Macao origin; (3) Re-export means the departure of the Macao SAR from any goods previously imported, without having undergone any processing, or goods which have undergone processing without, however, having acquired the quality of origin of the Macao SAR; 4) Temporary export: the departure of the Macao SAR from any goods, for a limited time, with a view to their re-importation in the same state or after processing, improvement or repair abroad; 5) Importation: the entry into Macao of any goods coming from abroad, except those entering into transit; 6) Re-importation: the return to Macao of any goods that had previously been exported; 7) Transit: the passage of goods by the MSAR to the next destination; 8) Postal operations: operations carried out through the Department of Postal Services or other officially licensed entities; 9) Textile: any natural or artificial fiber, any combination of natural fiber and artificial fiber product in the form of yarn, weaving, making or any other product manufactured mainly with these fibers; (10) Prohibitions: exceptional measures which restrict commercial freedom in order to prevent practices which could cause injury to the MSAR or to third parties; 11) Exemption: the possibility granted by law, of the importation or exportation of goods is carried out, in certain cases, without being subject to the payment of taxes, but always under the regulatory formalities of the respective licensing; 12) Certificate of origin: the document certifying the origin of the MSAR to prove to third parties that the goods exported received in the Macao SAR processing process is necessary and sufficient to confer on them the quality of origin of the MSAR.
