Abstract Article 2 of the present Law establishes that the main tasks of state policy of St.Petersburg in the sphere of the protection of public health include elaboration and realization of special programs of St.Petersburg for the ensuring of sanitary and epidemiological well-being of the population and setting up of the system of incentives for the prevention of the infringement of the industrial sanitary requirements and the deterioration of ecological situation in St.Petersburg. Article 4 establishes the sphere of competence of the Legislative Assembly of St.Petersburg in the field of the protection of public health of the population of St.Petersburg. The Legislative Assembly must ensure strict observance of the Laws of St.Petersburg and other legislative acts adopted by the Legislative Assembly of St.Petersburg in the field of environmental protection, ensuring ecological safety and sanitary and epidemiological well-being of the population.
