The objective of this Law which includes 5 articles is to allow the Ministry of Agriculture to give all kinds of grafted and non-grafted plants and seeds that are procured or produced in the Ministry's facilities to those who would be involved in horticulture. The owners of the lands are obliged to prove that their lands are scientifically prepared for horticultural activities. Government lands that are suitable for farming can be transferred to the Ministry of Agriculture or to Provincial Administrations without any charge. Silkworm germs can be distributed by the Ministry of Agriculture to needy farmers without any charge. Needy farmers will be determined by chambers of agriculture, and by municipalities in the absence of the chambers. Full text English
