Abstract The scope of this Law shall be to ensure sanitary and epidemiological well-being of the population and it ensures the right of citizens to favourable environment and prevention of negative environmental impact. Sanitary and epidemiological well-being of the population shall be ensured by: (a) state sanitary and epidemiological supervision; (b) state social and hygienic monitoring; and (c) compulsory state registration of hazardous substances and hazardous waste. Potentially hazardous chemical and biological substances shall be authorized for manufacturing, transportation, storage, trade and application exclusively after state registration. In soil of urban and rural areas, and also in agricultural land contents of hazardous substances shall comply with indices of authorized maximum allowable concentration limits.
