Abstract

This Law regulates legal relations in the sphere of ensuring radiation safety and establishes liability for non-fulfilment of radiation safety requirements. The Act consists of 5 Sections divided into 27 articles: (1) general provisions; (2) state management in the sphere of ensuring radiation safety, state supervision and control for ensuring thereof; (3) plenary powers of state bodies; (4) general requirements for ensuring radiation safety; and (5) the rights and the duties of citizens and legal persons, and liability. Basic principles for ensuring radiation safety shall be: (a) rate setting – keeping radiation doses from all sources of ionizing radiation for citizens within set limits; (b) substantiation – prohibition of use of sources of ionizing radiation if utility does not overbalance possible risks; (c) optimization – keeping the lowest possible radiation doses from all sources of ionizing radiation; and (d) openness and transparency – access by the population to information on sources of ionizing radiation in residential area and on nuclear disasters.
