Abstract The purpose of this Law shall be to ensure safety of environment in the process of management of tailing dumps and dumping sites. Tailing dump shall be considered facilities for storage or burial of radioactive, toxic and other waste of mining industry. Dumping site shall be considered body of rock and dradge extracted in the process of mining. Management of tailing dumps and dumping sites shall be based upon the following principles: (a) priority of the protection of human life and health, and environmental protection; (b) compensation of damages caused to human health and environment; (c) public participation; (d) use of international experience; and (e) implementation of state concepts and programmes. This Law consists of seven Section divided into 25 articles: (1) general provisions; (2) safe management of tailing dumps and dumps; (3) state registration of tailing dumps and dumps; (4) supervision over the state of tailing dumps and dumps; (5) financing; (6) liability; and (7) conclusive provisions.
