Abstract This Law establishes the following basic principles of environmental audit: (a) risk assessment of potential ecological danger in the process of performance of activities; (b) prior complex assessment of possible environmental impact; (c) foresight of environmental protection arrangements and environmental protection provisions; (d) unlimited plenary powers of experts; (e) substantiation and legality of the conclusions of environmental audit; and (f) consideration of public interests. In order to conduct environmental audit for each specific case an expert commission shall be set up by the Ministry of Environmental Protection and natural Resources. An independent expert on environmental audit can be exclusively natural person with the respective education and qualification that is not a government employee.
