Abstract

The Law implements the Montreal Protocol on Substances That Deplete the Ozone Layer. The Law consists of 19 articles. The present Law establishes legal, economic and organizational basis of protection of ozone layer, fulfilment by the Republic of Belarus of international obligations in the sphere of protection of ozone layer and is aimed at the prevention of depletion of ozone layer and its restoration for the purpose of environmental protection against unfavourable consequences caused by depletion of ozone layer. The main targets of state regulation in the sphere of protection of ozone layer are to ensure implementation of international agreements on protection of ozone layer, introduction of restrictions and bans on management of ozone depleting substances, constant monitoring of ozone layer, determination of the modalities of management thereof, control over enforcement of the national legislation in the sphere of ozone layer protection. The competent authority in the sphere of ozone layer protection is the Ministry of Natural Resources and Environmental Protection. Activity regarding management of ozone depleting substances is subject to compulsory licensing. Ministry of Natural Resources and Environmental Protection summarizes data on types and quantity of manufactured, imported and exported ozone depleting substances prepares and submits annual report to the secretariats of Vienna Convention, Montreal Protocol and UNEP.
