This Complementary Law enters into force on the day of its publication.
Abstract

This Law, consisting of 89 articles divided into five Titles, provides for the State Policy of Water Resources and creates the State System of Water Resources Management. The Law, based on the State Constitution and Federal Law No. 9.433 of 8 January 1997, establishes the State Policy of Water Resources, which covers surface water, groundwater and rainwater in accordance with the following principles: I - water is a public domain good; II - water is a limited natural resource, endowed with a social, ecological and economic value; III - the priority uses of water are the human consumption and the watering of animals. IV - the adoption of the hydro-graphic basin as physical-territorial unit for the implementation of the State Policy of Water Resources and performance of the State System of Management of Resources; and V - planning and management of Water Resources. The objectives of this Policy are to ensure the current and future generations the availability of water resources, according to their needs and in qualitative and quantitative standards. The guidelines for implementing the State Water Resources Policy are: I systematic management of Water Resources, including their quantitative and qualitative aspects; II adequacy of the management of the Water Resources to the physical, biotic, demographic, economic, social and cultural aspects of the various regions of the State; III integration of the management of Water Resources, with the protection of the environment; IV articulation of Water Resources planning with those of the user sectors and with the regional and federal planning; V compatibility of the management of Water Resources with that of the Ecological Ecological Zoning of the State; VI integration of river basin management; VII development of waterway transportation and its economic use, in accordance with the principles of this Law; VIII creation and operation of the state hydro-meteorological network and the exchange of information with federal, state, municipal and private institutions; IX creation of an integrated system for the permanent monitoring of Water; and X execution and maintenance of campaigns, aiming to raise awareness of society for the rational use of Water Resources.
