Abstract

This Law, consisting of 27 articles divided into seven Chapters, creates the Municipal Policy on Climate Change and Sustainable Development, provides for the establishment of targets for the reduction of anthropogenic greenhouse gas emissions to the Municipality of Rio de Janeiro. The Municipal Policy aims to: establish a strategy for reducing anthropic greenhouse gas emissions in the Municipality and a policy of adaptation to the effects of climate change; promote effective actions for the necessary protection of the climate system; ensure the compatibility of economic and social development with the protection of the environment and the climate system, with a view to sustainable development; promote Clean Development Mechanism projects and other instruments and mechanisms to reduce emissions or sinks of greenhouse gases; make the population aware of changes in the climate and of the sense of urgency needed to prevent and cope with its consequences; establish mechanisms to stimulate changes in production and consumption patterns, economic activities, transport and urban and rural land use, with a focus on environmental sustainability of processes and mitigation of greenhouse gas emissions and absorption of gases by sinks; carry out actions to increase the share of renewable sources in the energy matrix of the Municipality; identify vulnerabilities and promote effective actions to adapt to the negative impacts of climate change, protecting mainly the most vulnerable populations and ecosystems; ensure the participation of civil society in consultative and deliberative processes related to climate change; promote wide dissemination on aspects related to climate change; stimulate research, development and scientific innovation related to the climate system; encourage the use and exchange of technologies and practices environmentally responsible for mitigation and adaptation to climate change; stimulate cooperation with other levels of government, with non-governmental organizations, the private sector, academia and multilateral organizations for the implementation of climate change policy and to encourage sustainable development strategies.
