Abstract

This Law provides for the ratification of the International Convention for the control and management of ships’ ballast water and sediments of 2004, whose original text and the Greek translation are attached in the appendix. The Law defines the following relevant terms: exclusive economic zone; recognised organisation; inspector of ships; guidelines adopted by the IMO in relation to the implementation of the Convention; territorial sea. The provisions of this Law apply to: Cypriot ships; to foreign ships, regardless of their flag, that sail to ports of the Republic or are within the territorial sea or the exclusive economic zone of the Republic. The Law requires the masters and operators of the ships to comply with the provisions and the guidelines of the Convention, and particularly: to draft and implement a Marine Management Plan, as stipulated in the Convention, to keep a marine register on board, to carry out bilge management for ships, to carry out an exchange of sea wire, to remove sediments from areas that have been determined to carry marine debris. According to the Law, the competent Authority ensures that in the ports there are adequate facilities for the reception of sediments and provides for the safe collection, transport and disposal of said sediments that will not harm or damage the environment, human health, property or resources of the Republic.
