Abstract This Law defines legal, economic and social bases of maintenance of safe operation of hazardous industrial production facilities and is directed at prevention of failures on hazardous industrial production facilities and maintenance of readiness of operating hazardous industrial production facilities of legal and physical persons to localization and mitigation of consequences of the specified technogenic disasters and accidents. Accident shall be considered destruction of structures, their components or technical devices used at a hazardous production facility, uncontrolled explosion or release of hazardous substances to the environment. Hazardous industrial production facilities shall be classified in 4 categories by hazardousness classes. Some activities in the field of industrial safety shall be subject to mandatory licensing.
