Abstract This Law determines the particulars of legal, economic and organizational regulation of privatization of state property of coal mining enterprises and the particulars of their functioning in post-privatization period. This Law establishes moratorium of three years from the date of completion of privatization on forced sale of the property pertaining to the objects of privatization through stopping of the execution thereof. This Law also concerns re-issuance of ownership certificate to the buyer (investor) and re-issuance of mining licence without tender. The object of privatization shall include mining enterprises, surface mines and mine offices. Privatization shall be organized and regulated by the central state executive body in the sphere of coal and mining complex. Privatization shall be carried through tender and investment competition.
