Abstract This Law sets forth legal basis and principles of regulation of social relations in the sphere of use of nuclear energy with a view of protection of public health and life of the population, and also environmental protection against radiation. State regulation in the sphere of use of nuclear energy shall be applicable to: (a) activities of natural and legal persons in the sphere of use of nuclear energy; (b) activities and work performance related to vital cycle of nuclear energy sites; (c) monitoring of nuclear testing; (d) activities in contaminated areas of the former nuclear test ranges; (e) expertise of nuclear and radiation safety; and (f) training of staff employed on nuclear energy sites. Natural and legal persons performing activities related to use of nuclear energy shall be subject to mandatory licensing. Nuclear materials and sources of ionizing radiation shall be subject to mandatory state registration.
