Abstract

This Law establishes the basic principles for the performance of veterinary practice as follows: (a) prevention of damage to life and health of natural persons, to the property of legal entities and individual entrepreneurs, to the environment and the life and health of animals; (b) priority for the prevention of animal diseases during the implementation of veterinary arrangements; (c) scientific validity and cost-effectiveness of veterinary arrangements; (d) credibility, availability and openness of information related to the changes in epizootic situation and the measures taken to ensure the veterinary well-being; (e) availability of veterinary services; and (f) prevention of cruelty to animals when performing veterinary activities. The subjects of relations in the field of veterinary activities shall be the President of the Republic of Belarus, the Ministry of Agriculture and Food of the Republic of Belarus, local executive and administrative bodies, other state bodies and state organizations in accordance with their competence, legal entities and individual entrepreneurs the following activities: (a) keeping, growing, breeding, moving, selling, slaughtering animals; (b) disposal, burial, destruction of animal carcasses; (c) production, preparation, storage, processing, use, relocation and implementation (with the exception of stationary shopping facilities with retail space (stores) and catering facilities), recycling, burial, destruction of animal products; (d) production, preparation, storage, processing, use, relocation and implementation (with the exception of the implementation in stationary shopping facilities that have retail space (shops) and catering facilities), recycling, burial, destruction of animal feedstuffs and animal feed additives; (e) trade of plant products in the markets; (f) production, storage, relocation, trade, use, disposal, burial, destruction of veterinary drugs; (g) prevention, diagnosis of animal diseases and their treatment; and (h) import, export and transit of commodities subject to veterinary inspection (supervision). Objects of relations in the field of veterinary activities are: (a) animals; (b) animal products as well as vegetable products of vegetable origin when they are sold on the markets in terms of ensuring their veterinary and sanitary safety; (c) pests and pathogens of infectious animal diseases; (d) capital buildings (buildings, structures), territories and waterbodies used for keeping, growing, breeding, selling, slaughtering animals, disposal, burial, destruction of animal carcasses, production, harvesting, storage, processing, use, trade (except for stationary shopping facilities with retail space (stores) and catering facilities), disposal, burial, destruction of products of animal origin, animal feed and animal feed additives, production, storage, trade, use, disposal, burial, destruction of veterinary drugs, prevention, diagnosis of animal diseases and their treatment, fairs, exhibitions, competitions and charity events using animals or animal products; (e) vehicles used transport of animals, products of animal origin, animal feed and animal feed additives; (f) animal feed and animal feed additives in terms of ensuring their veterinary and sanitary safety; and (g) veterinary drugs. State regulation in the field of veterinary activities shall be performed by means of: (a) definition and implementation of a unified state policy; (b) approval of state programs; (c) licensing in cases envisaged by legislation in the field of licensing; (d) establishing requirements for the organization and implementation of veterinary activities; (e) setting limits to prevent the occurrence and spreading of animal diseases and the elimination of foci of infectious animal diseases; and (f) information support of subjects of relations in the field of veterinary activities. This Law consists of 7 Chapters divided into 32 Articles. Chapter 1 lays down general provisions. Chapter 2 regards state regulation in the field of veterinary practice. Chapter 3 regards State Veterinary Service. Chapter 4 establishes rights and duties of the subjects of veterinary practice. Chapter 5 ensures veterinary well-being. Chapter 6 regards veterinary drugs, reserve fund of veterinary formulations, animal feed and animal feed additives. Chapter 7 regards, financing, licensing and liability.
