Abstract This Law governs the issues of electric and thermal energy production, distribution and use. The Law consists of five Chapters divided into 21 articles: (1) general provisions; (2) state management and regulation of the energy sector; (3) centralized efficient-dispatch management; (4) energy supply; (5) electric energy management in emergency situations. The state management of the energy sector shall provide for: (a) regulation of electric and thermal energy market; (b) rational use of electric and thermal energy and energy saving; (c) use of renewable energy sources; (d) environmental protection in the process of electric energy equipment operation. The state management of the energy sector shall consist of: (a) licensing; (b) state supervision over the application of safety requirements during energy generation, distribution and consumption; (c) general regulation of energy generation, distribution and consumption.
