Abstract This Law shall regulate manufacturing of liquors; it shall not be applicable to manufacturing of homemade spirits destined for proper consumption. State regulation shall be carried out in the following forms: (a) licensing; (b) setting production quotas; (c) quality and safety control; and (d) hygienic registration and compulsory compliance certification. Authorization for manufacturing, export, import, storage, wholesale and retail trade of liquors shall be granted exclusively to legal persons. Authorization for manufacturing cognac, brandy and cognac-based beverages shall be granted exclusively to public legal persons or non-public legal persons with public share exceeding 30 percent. Import of liquors and spirits shall be exclusive right of the state. This Law establishes licensing terms and conditions and also the modalities of bottling and labelling of liquors. Only spirits of alimentary origin complying with sanitary and hygienic requirements shall be authorized for manufacturing of liquors.
