This Law enters into force ten after the date of its official publication.
Abstract

This Law regulates relations connected to location, distribution, projecting, construction, putting to operation, restriction of operational properties, extension of service period, putting out of operation of nuclear plants and (or) storage facilities, and also relations concerning management of nuclear materials, spent nuclear fuel and (or) nuclear waste, and also other relations in the sphere of utilization of nuclear energy. The Act consists of 12 Sections divided into 48 articles: (1) general provisions; (2) state management related to utilization of nuclear energy; (3) nuclear waste management; (4) location and construction of nuclear plant and (or) storage facility; (5) putting in and out of operation nuclear plant; (6) physical protection of nuclear plants and nuclear facilities; (7) emergency preparedness and emergency response; (8) managing organizations; (9) liability; (10) guarantees of the rights of citizens and organization in the sphere of utilization of nuclear energy; (11) international cooperation; and (12) conclusive provisions. Nuclear energy management shall be based on the following principles: (a) priority of the protection of human life, health and environment; (b) benefit overrun as related to damages for citizens and society from utilization of nuclear energy; (c) guarantees of nuclear and radiation safety; (d) compensation of damages caused by ionizing radiation; (e) access to information related to utilization of nuclear energy; and (f) prohibition of manufacturing of nuclear weapons and nuclear explosives.
