Abstract This Law regulates deployment, projecting, construction, putting into and out of operation, restriction of operational performance, extension of operational period of nuclear power plant and (or) storage point, and also management of radioactive materials and (or) radioactive waste, and other relations in the sphere of nuclear energy production and management. Use of nuclear energy shall be based upon the following principles: (a) environmental protection; (b) predominance of benefits over damages that can be caused by the use of nuclear energy; (c) ensuring nuclear and radiation safety; (d) compensation of damages caused by hazardous impact of ionizing radiation or use of nuclear energy; (e) access to complete information related to the use of nuclear energy except for state secrets and limited access information; and (f) prohibition of manufacturing of nuclear and nuclear explosive devices.
