Abstract This Law regulates the content, elaboration, publication and application of technical rules and regulations to protect the domestic market from commodities that do not conform to standards. Approval of technical regulations shall be the prerogative of the state. The Act consists of seven sections: (1) general provisions; (2) general requirements for content and elaboration of technical regulations; (3) information on transparency in the area of technical regulation; (4) rights and duties of the regulatory authority; (5) supervision and liability; (6) financial matter; and (7) final and transitional provisions. Technical regulations shall have the following purposes: (a) safeguard national security; (b) protect human health and life; (c) protect flora and fauna and the environment; (d) promote rational use of natural and energy resources; and (e) provide consumers with accurate information regarding the composition, use, origin (traceability), quality and safety of commodities.
