This Law enters into force six months after the date of its official publication.
Abstract

This Law establishes legal, organizational and economic grounds for protection of consumers of housing and public utility services. State regulation of consumer protection shall include: (a) determination and implementation of state policy; (b) establishment and enforcement of state minimum standards; (c) state regulation of tariffs on some housing and public utility services; and (d) state support of the population. Housing and public utility services shall be classified as mandatory and additional and shall include: (a) utility services such as hot and cold water supply, and sewerage; (b) electric energy, gas and heating supply; (c) collection, removal, management and disposal of domestic waste; (d) technical servicing of residential facilities; and (e) other housing and public utility services. Relations between consumers and suppliers of housing and public utility services shall be regulated by contracts.
