Abstract The present Law regulates relations originating in the process of carrying out water supply and water consumption between natural and (or) legal persons that are members of rural consumer cooperative and state institutions and individuals that are not members of rural consumer cooperative, determines the legal status of cooperative, ensures the necessary conditions for the management, disposal of the sources of irrigation meeting the interests of water users. Water users are legal and natural persons using waterworks, installations and equipment (art. 1). Rural consumer cooperative of water users is a voluntary association of natural and (or) legal persons owning (exercising land tenure) the plots of land on suspended areas on the basis of joint management of waterworks, installations and equipment for the needs of agriculture. Cooperative of water users is non-commercial organization (art. 3). The main principles of setting up and functioning of cooperative of water users are: 1) joint management of waterworks, installations and equipment; 2) ensuring equal access of all water users to water sources; 3) protection of the interests of the members of cooperative of water users; 4) maintenance of the regime of rational management of water and land resources and environmental protection (art. 4). Water users that are not members of cooperative of water users but that are supplied water from the same waterworks posted under the jurisdiction of cooperative shall maintain water rights on contractual charged basis (art. 11).
