Abstract

This Law creates the State Programme "Plante Mais"(More Cultivation) aimed to acquire seeds, seedlings and propagating material for free distribution to family farmers and to promote the agricultural development. The State Programme "Plante Mais" aims to acquire and distribute seeds and seedlings of cereals, vegetables, tubers, fruits, coffee, cocoa, native and exotic forest species, planting with genetic and phytosanitary qualities, as well as propagating material. The Secretary of State for Agriculture (SEAGRI) will be responsible for the management, organization and execution of this Programme. Only rural producers who meet the following requirements may be beneficiaries, such as those who: exploit agricultural holdings as owner, settler, tenant, partner or landlord; hold areas lesser than 4 fiscal units; predominantly use family work labour in the economic activities of its establishment; has family income originated mainly from economic activities linked to the establishment itself; has the Declaration of Aptitude for the National Programme for Strengthening Family Agriculture (DAP), etc.
