The Law defines governmental affairs in the matter of domestic affairs, and in the context of sharpening and coordinating government programs, including: industry, trade, mining, energy, public works, agriculture, plantation, forestry, animal husbandry, maritime and fisheries affairs, national development planning, state-owned enterprises, environment, women's empowerment, youth. According to the Law, the Ministers supervise the implementation of tasks, and the formulation of Policies and technical activities in their respective fields, in order to assist the President in the administration of the State affairs. The Law concerns: organisational structure of each Ministry; formation, change and dissolution of Ministers; appointment and dismissal of Ministers; functional relationship between Ministries and non-ministerial government agencies and institutions.
