Abstract This Law governs the issues of seed growing, the state inspection of seed production, procurement, processing, storage, transport and trade of seeds of agricultural plants. It shall be applicable to plant varieties (clones, inbreeding lines, hybrids, plant population, variety blends), seeds and seed plantations. The Act consists of six Chapters divided into 25 articles: (1) general provisions; (2) state regulation of seed growing; (3) organizational arrangements; (4) seed production, procurement, processing, storage, transport, trade and use; (5) evaluation of plant variety and sowing quality of seeds; (6) dispute settlement. The state regulation shall be carried out in the forms of: (a) certification; (b) keeping of the State register of selection achievements; (c) compulsory expertise of seeds; (d) research; (e) legal protection of intellectual property rights. The state seed growing inspection shall provide for: (a) certification; (b) plant variety and seed quality control; (c) export and import of seeds. Trade and use for sowing of the infected seeds of agricultural crops, unregistered seed varieties and the seeds that have not undergone the state expertise. Amendments regard state regulation in the sphere of seed growing with a view of preventing actions that mislead consumers about safety in the field of seed production. Trade and use for sowing (planting) of seeds of agricultural crops that have not passed expertise for sowing qualities and obtained on the basis of genetic engineering (genetically modified) shall be prohibited. In order to prevent actions that mislead consumers about the safety of seeds and their life cycle processes, seed producers are obliged to provide buyers and (or) consumers with complete and reliable information about the safety and quality indicators of the seeds.
