Abstract The Law consists of 4 Sections composed of 29 articles dealing with the following matters: 1) general provisions (sect. 1, arts. 1-4); 2) the state management and the state supervision in the sphere of industrial safety (sect. 2, arts. 5-7); 3) the basic provisions for the industrial safety (sect. 3, arts. 8-27); 4) the conclusive provisions (sect. 4, arts. 28-29). The present Law establishes legal, economic and social grounds for the ensuring safe operation of hazardous industrial sites, prevention of accidents and disasters, and also localization and liquidation of the consequences thereof. The provisions of the present Law shall be applicable to all organizations except for the generation of nuclear energy and radioactive waste management enterprises. For the purpose of the present Law accident shall mean unregulated explosion and (or) emission of hazardous substances. The requirements of the industrial safety must comply with the standards of sanitary and epidemiological well-being of the population, environmental protection and ecological safety (art. 3). In the process of putting out of operation of hazardous industrial site safety requirements, including liquidation of raw materials, hazardous substances, burial and recycling thereof, shall be met (art. 12). All the disasters and accidents that may lead to disasters must be officially registered (art. 20). Legal persons irrespectively of the form of property must compensate damage caused by disasters or accidents to human health, property and environment (art. 26). Full text Russian Website ncpi.gov.by
