This Law enters into force a year after the date of its official publication.
Abstract

This Law establishes compulsory requirements for safety of potable water with a view of protection of human life and health against negative impact of pollutants contained in potable water destined for use by the population and protection of consumers against fraud. It shall be applicable to legal and natural persons operating water supply systems. The objects of technical regulation include: (a) potable water located in potable water supply systems (centralized, non-centralized, autonomous, transport water supply systems, general and in-home distribution systems); (b) potable water intended for human consumption and use in food production; and (c) potable water in tanks, dispensers and other containers (barrels, buckets, flasks) intended for human consumption. This Technical Regulation does not apply to: (a) mineral water, therapeutic and medicinal table water; (b) bottled natural and mineral water; (c) water intended for technical purposes; (d) thermal waters; (e) water in hot water supply systems; (e) water sources prior to water treatment; (f) technical requirements for construction and operation of water disposal facilities. Normative indicators of potable water safety, established by this Technical Regulation, are checked at the following points: (a) at the outlet of the distribution tap (indoor tap, outdoor column); (b) at the outlet of the tank (cistern); (c) at the point where water enters the tank (cistern); and (d) at the point of use of water in food production facilities. Principles of ensuring safety of potable water shall be: (a) liability of natural and legal persons for provision of population with safe potable water; (b) compliance with safety requirements for production, transportation, storage and trade of potable water is mandatory; (c) conducting an assessment of compliance with the normative safety indicators in accordance with the established procedure; (d) organization of monitoring of potable water safety during production, transportation, storage and trade; (e) application of measures of state regulation in production, transportation, storage and trade of potable water; (f) compliance by individuals and legal entities with the requirements of regulatory documents on ensuring the safety of potable water; (g) introduction of a potable water safety management system using risk analysis and critical control points at all stages of production and supply of potable water based on international standards; and (h) development and implementation of production control programs. Water from centralized and autonomous water supply systems, water supply systems on transport, internal house distribution systems, and non-centralized water sources should be safe by epidemic and radiation standards, harmless in chemical composition and should have favorable organoleptic properties in accordance with the minimum requirements of this Technical Regulation. In cases of absence of centralized potable water supply systems, violation of their functioning regime, as well as in emergency situations, non-centralized potable water supply shall be used. Groundwater sources (springs, groundwater and artesian waters) shall be used for non-centralized potable water supply. Potable water obtained from non-centralized systems should comply with safety standards. Potable water supplied from centralized water supply system shall safe from epidemic, radiation and chemical point of view and it shall comply with minimum requirements set forth by this Law. The authorized institution shall carry out state supervision over safety of potable water at all the objects of technical regulation and at all stages from production to distribution and supply.
