Abstract This Law lays down rules for the planning and construction of public and private structures inside and outside municipal boundaries and adjacent areas in compliance with plans, science, health and environmental conditions. The general principle of this Law is defined as: "no site may be used for any purpose contrary to the principles of plans of any scales, the conditions of its region, and provisions of the regulation" in Article 3. Furthermore, this Law sets out provisions on the principles relating to land development plans, subdivision and amalgamation, registration and elimination of joint ownership, principles for structures, building permits, licensing for public structures and facilities and industrial facilities, preparation and implementation of base maps, land development plans and construction projects, measures to be taken for public safety, and administrative sanctions.
