Abstract This Law establishes principles of state policy in the sphere of protection and rational management of flora and is aimed at conservation and reproduction of plant resources. Protection, management and reproduction of plant resources shall be based upon the following principles: (a) compensation of damages caused to vegetable kingdom and use of these financial resources for recovery of damages; (b) conservation of wild growing plants under natural conditions; (c) protection of wild flora; (d) reproduction of protected and endangered plant species; (e) scientifically substantiated management and reproduction of natural plant resources; (f) keeping water protection, soil protection and environmental protection, recreational and other useful properties of vegetable kingdom for environmental improvement; (g) protection plant species against fires, disasters, pests and pathogens; (h) regulation of propagation of wild growing plant species; and (i) charged use of plant varieties. The Act consists of 5 Sections divided into 32 articles: (1) general provisions; (2) state management in the sphere of protection, use and reproduction of plant varieties; (3) protection and use plant varieties; (4) registration of plant varieties and state control; and (5) conclusive provisions.
