Abstract

This Law lays down the legal basis for ensuring the safety of food to protect human health and life, consumers and environment. It applies to domestic and imported foodstuffs as well as to their processing, sale, recycling and destruction. State regulation of food safety shall be based on the following principles: (a) priority of food safety; (b) prevention of negative impacts on humans or the environment; (c) transparency; (d) access to information; (e) scientific support for risks; (f) traceability of foodstuffs at all stages of processing, sale, recycling and destruction; and (g) liability. The Act consists of six sections: (1) general provisions; (2) state regulation; (3) rights and duties of legal and natural persons carrying out activities related to foodstuffs; (4) food safety requirements; (5) procedures for ensuring food safety requirements are met; and (6) final provisions. The manufacture, import and trade of foodstuffs, food additives, infant food, GMOs and other materials that come in contact with water and foodstuffs shall be authorized only following state registration. It shall be prohibited to register foodstuffs of the same type, name and manufacturer in multiple states. Food safety requirements shall be mandatory. Use of GMOs and food additives shall be authorized exclusively where there is scientific proof of their safety. Foodstuffs for trade must be labelled and otherwise identified for traceability purposes.
