Abstract This Law regulates the manufacture, processing, storage and trade of cotton in order to promote the development of the cotton industry. Such regulation shall consist of: (a) state support; (b) licensing the primary processing of cotton; (c) technical regulation; (d) testing of cotton fibre quality; (e) monitoring the cotton market; (f) monitoring cotton crop rotation; and (g) legislative regulation of the cotton industry. The Act consists of nine sections: (1) general provisions; (2) state regulation of the cotton industry; (3) cotton quality control; (4) producers of cotton; (5) cotton payment vouchers; (6) state supervision of cotton processing organizations; (7) provisional management of the cotton processing industry; (8) credit settlement; and (9) final provisions. Trade of cotton fibre that is not accompanied by a cotton quality certificate shall be prohibited. Producers of cotton fibre shall have the right to receive state subsidies and incentives.
