This Law enters into force one year after the date of its official publication.
Abstract

This Law defines the organizational and legal basis for the operation of natural persons and legal entities related to the formation, collection, transport, storage, re-processing, recycling, removal of by-products of animal origin, not intended or not recognized as fit for human consumption. It establishes the sphere of competence of the state bodies and institutions in the sphere of management and disposal of byproducts of animal origin not intended for human consumption. Byproducts of animal origin shall be classified as I-III risk categories for human and animal health. Byproducts of animal origin of I category include carcasses, parts thereof of animals infected with spongy encephalopathy; byproducts of animal origin collected as a result of sewage treatment; and hazardous animal byproducts infected with dangerous diseases common to animals and human beings. Byproducts of animal origin of II category include carcasses of animals that have died of infectious diseases, reproductive material thereof unfit for selection purposes; animal byproducts containing pollutants exceeding allowable levels; and imported/exported animal products not complying with food quality requirements. Byproducts of animal origin of III category carcasses, and parts thereof, of farm animals recognized fit for human consumption as a result of pre-slaughtering examination, but after slaughtering recognized unfit for human consumption; carcasses and skins of ruminants suspected of being infected with spongy encephalopathy; blood and placenta of infected animals; foodstuffs of animal origin that are unfit for human consumption, but recognized safe for consumption by animals. Animal byproducts of I category shall be subject exclusively to disposal and their import to the national territory shall be prohibited. Animal byproducts of II category shall be subject to re-processing of by one or more methods. Animal byproducts of III category shall be subject by to processing or recycling by one or more methods, transforming them in organic fertilizers of converting them to biogas.
