Entry into force notes
This Law shall enter into force on the day following its publication and shall be enforced 12 months after its entry into force.
Abstract

This Law defines the legal, organizational, economic and social principles of the functioning of the public health system in Ukraine in order to strengthen the health of the population, prevent diseases, improve the quality and increase the length of life, regulates public relations in the field of public health and sanitary-epidemic well-being of the population, determines the relevant rights and obligations of state bodies and local self-government bodies, legal entities and individuals in this area, establishes legal and organizational principles for the implementation of state supervision (control) in areas of economic activity that may pose a risk to sanitary-epidemic well-being population. The provisions of this Law do not apply to foodstuffs, except for foodstuffs, which are subject to epidemiological investigations of diseases caused by infectious and non-infectious diseases, as well as cases expressly provided for by this Law. Social determinants of health shall be intended the level of availability of foodstuffs, housing, work, education, medical care. The Cabinet of Ministers of Ukraine in the field of public health validates the procedure of fortification of foodstuffs. The authority of the central body of executive power, which ensures the formation and implementation of state policy in the field of health care, in the field of public health, approves food standards, sets of food products and requirements of physiological needs of the population in basic food substances and energy, and also the procedure for the use and consumption of food products for special medical purposes. Duties of business entities in the field of protecting the population from infectious diseases and other health risks are to provide the population with good quality and safe for health foodstuffs and potable water, prevention of contamination of open waterbodies and soil with pathogens of infectious diseases, maintenance of the territories of settlements, places of mass recreation of the population and recreational areas. Everyone has the right to foodstuffs, potable water, working conditions, education, upbringing, living, leisure, recreation and the surrounding natural environment that are safe for health and life. Public health protection includes a complex of regulatory, administrative, organizational and other measures aimed at ensuring environmental protection, labor protection, safety and quality of foodstuffs, biological safety and safety in other areas defined by law that concern public health. The organization of feeding in educational institutions, indicators of safety and quality of foodstuffs, food conditions and menus must meet the requirements defined by state health regulations and rules. Substances (mixtures) used as food products, food additives, flavorings, enzymes, auxiliary materials for processing of food products, materials and objects intended for contact with food products, feed additives are not subject to state registration of hazardous factors.
