Abstract The present Law establishes legal, economic and organizational conditions of the activity of the subjects of relations in the sphere of energy saving as regards the utilization of co-generation plants regulates relations connected with the particulars of production, transmission and supply of thermal energy form co-generation plants. The purpose of the Act is setting legal conditions for the improvement of the use of fuel in the process of energy production and in other technological processes, development and regulation of the technologies of the combined production of electric and thermal energy, and ensuring stable and reliable energy supply at the regional level. Operation of co-generation plants shall be carried out on condition of the maintenance of the necessary balance between power output and quality of electric energy produced by co-generation plants, for the purpose of ensuring the reliable functioning of energy network. The state policy in the sphere of the utilization of co-generation plants is based upon efficient use of fuel and meeting standards of environmental safety. The authorized institution if the sphere of energy saving shall be responsible to carry out inspection in the sphere of the utilization of co-generation plants.
