The Law enters into force on 1 July 1999.
Abstract

The Act consists of General Section and Particular Section composed of 8 Chapters that contain 129 articles. Housing Legislation of the Republic of Belarus is based upon the Constitution and comprehends Housing Code, Presidential decrees and edicts, Ministerial decrees and other legislative acts that regulate housing issues. Article 9 establishes that the citizens of Belarus have the right to the assignation of the plots of land for individual housing. Article 21 establish that local executive bodies are competent to concede to individuals and organizations the plots of land for housing construction. Article 125 establishes the liability for the infringement of the legislation currently in force in the field of housing as regards the infringement of the regulations concerning the modalities of concession of the plots of land for housing construction. Article 28 establishes that charges for communal services (hot and cold water supply, sewerage, disposal of domestic solid waste materials, etc.) are collected in accordance with the tariffs established for tenants, if the Legislation of the Republic of Belarus doesn't establish other provisions. In case of expropriation of the plot of land on which housing facility is situated for state needs organization or enterprise to which the expropriated plot of land is allotted must provide for concession of an equal dwelling to the evacuated citizens (art. 69)
