Abstract This Law establishes legal grounds for state regulation in the sphere of public utility services. It shall be applicable to centralized water supply, sewerage and disposal of domestic waste, and to supply of electric and thermal energy. National commission on public utility services shall be authorized state institution performing regulatory functions in the aforesaid sphere. National commission shall carry out the following tasks: (a) balancing of economic entities, consumers and the state; (b) ensuring transparency and openness of the activity of all operators in the sphere of public utility services; (c) consumer protection in the sphere of access to and utilization of public utility services; and (d) ensuring equal access of all the consumers to public utility services.
