Abstract Article 9 shall be amended to add the following wording: “Licence shall be required for the following activities: (a) exploration, prospecting and mining of minerals; (b) hunting and capture of birds in accordance with the list validated by the Government; (c) manufacturing and trade of spirits; (d) energy production; and (e) recycling, management, disposal and transboundary movement of hazardous and radioactive waste”.
