Abstract This Law creates the State policy to support the construction of cisterns in rural areas of the State with the objective of better seizing the waters and promoting their rational use in the State. The guidelines of this policy are: technical training of beneficiaries for building, using and maintaining cisterns, and a correct treatment of stored water; promoting exchanges of experience in sustainable water management; accessing of the poorest population to quality water for human consumption, animal nutrition and food production; emancipation of rural communities and creation of conditions for income-generating activities; improving the quality of life of low-income families in rural areas. The beneficiaries of this policy are: family farmers residing in rural areas meeting the requirements of art. 3 of Federal Law No. 11.326 of 24 July 2006; family farming associations and cooperatives; families living in extreme poverty in rural areas enrolled in the Register for Social Programmes; traditional peoples and communities referred to in Law No. 21.147 of 14 January 2014.
