Abstract This Law, consisting of 40 articles divided into two Chapters, provides for the State System for Environment and Water Resources (Sisema). It establishes composition and duties of Sisema, which is the set of bodies and entities responsible for environmental and water resources policies, with the purpose of conserving, preserving and recovering environmental resources and promoting sustainable development and improving the environmental quality of the State. Sisema acts in an integrated, transversal and participatory way as part of the National Environmental System, created by Federal Law 6.938 of 31 August 1981, and the National Water Resources Management System, created by Federal Law No. 9.433 of 8 January 1997. The construction, installation, expansion and operation of activities and undertakings that use environmental resources, effectively or potentially polluting or capable in any way of causing environmental degradation, will depend on prior environmental licensing.
